Municipal Budgetary Educational Institution "Secondary School No. 19 with Advanced Study of Certain Subjects"
These Regulations establish the procedure for conducting the exam for proficiency in the Russian language, knowledge of the history of Russia, and the basics of Russian Federation legislation for foreign citizens who have arrived in the Russian Federation under a visa-free regime and are applying for a patent as outlined in Article 13.3 of the Federal Law No. 115-FZ "On the Legal Status of Foreign Citizens in the Russian Federation" of July 25, 2002, at Municipal Budgetary Educational Institution "Secondary School No. 19 with Advanced Study of Certain Subjects," and the format of its administration.

General Provisions
1.1. These regulations have been developed in accordance with the Federal Law No. 115-FZ "On the Legal Status of Foreign Citizens in the Russian Federation" of July 25, 2002, the Order of the Ministry of Education and Science of the Russian Federation No. 1156 dated August 29, 2014, "On the Approval of the Form, Procedure for Conducting the Exam in Russian as a Foreign Language, Russian History, and Basics of Russian Federation Legislation, and the Requirements for the Minimum Knowledge Level Required to Pass the Exam," and the resolutions of the Belgorod Region Government:

The Charter of the Municipal Budgetary Educational Institution "Secondary School No. 19 with Advanced Study of Certain Subjects" (hereinafter referred to as the Educational Organization).

Procedure for Conducting the Exam
2.1. The exam is conducted to confirm the proficiency of foreign citizens (citizens of Ukraine) in the Russian language, their knowledge of Russian history, and the basics of Russian Federation legislation in accordance with the requirements for the minimum knowledge level necessary to pass the exam, as approved by the Ministry of Education and Science of the Russian Federation.
2.2. The exam is conducted at the Municipal Budgetary Educational Institution "Secondary School No. 19 with Advanced Study of Certain Subjects," located at: Belgorod Region, Stary Oskol, Rudnichny district, House 22 — at the location where the foreign citizen (citizen of Ukraine) submits documents to the territorial unit of the Federal Migration Service of Belgorod Region.
2.3. The exam is conducted on a paid basis in writing in the form of testing. The cost of the exam services is determined in accordance with the legislation of the Russian Federation.
2.4. The methodological support for conducting the exam and the development of test tasks in accordance with the requirements for the minimum knowledge level is provided by the State Autonomous Educational Institution of Additional Professional Education "Belgorod Institute for Education Development."
2.5. The Educational Organization approves the following:

The form of the application addressed to the head of the educational organization;

The form of the service agreement;

The form of the payment receipt;
-
The exam rules;
-
The exam schedule;
-
The schedule for those responsible for accepting foreign citizens for exam registration, as well as the registration procedure.
2.6. To conduct the exam, the Educational Organization forms an exam commission.
The composition of the exam commission, approved by the order of the Educational Organization, is formed from among the teaching staff with higher education: teachers of the Russian language and literature, history, social studies, and law, who will provide the service in accordance with the terms of the concluded agreement.
The commission includes a chairperson and a secretary.
The chairperson of the commission manages the overall work of the commission.
The secretary of the commission accepts applications from foreign citizens, fills out the log of incoming applications and agreements, and the log of issued documents.
2.7. Commission members ensure information security when storing and using test materials, maintaining strict confidentiality.
2.8. To resolve disputes arising during the evaluation of exam results for foreign citizens, the Educational Organization forms a conflict commission, whose activities are regulated by the Regulations on the Conflict Commission for Resolving Disputes Regarding Exam Results for Foreign Citizens.
Commission members involved in conducting the exam cannot be part of the conflict commission.

Forms of Conducting the Exam
3.1. The exam schedule and duration are determined by the Educational Organization.
For foreign citizens (citizens of Ukraine), the exam is conducted once a week in the afternoon (after regular lessons), according to the exam schedule.
The total duration of testing on the three subjects is no more than 90 minutes (1.5 hours).
3.2. The Educational Organization posts information about exam dates and sample exam tasks on its information board and official website.
3.3. Prior to the exam, the Educational Organization provides the foreign citizen with the opportunity to:

Familiarize themselves with the exam procedure and format;

Receive consultation on exam-related questions.
3.4. Participation in the exam for foreign citizens (citizens of Ukraine) is based on mandatory prior registration. Registration is held at the Educational Organization on Mondays from 17:00 to 18:00.
3.5. To take the exam, foreign citizens (citizens of Ukraine) submit an application in the prescribed form. The secretary of the commission informs the applicant of the exam date and location.
The applicant signs the service agreement in two copies (one for the applicant, one for the Educational Organization) and receives a payment receipt from the secretary.
On the designated day, the applicant comes to the Educational Organization for the exam with the following documents:
a) Payment receipt;
b) Service agreement.
3.6. On the day of the exam, before it begins, a commission member provides instructions to the foreign citizen and informs them about the exam procedure, format, duration, and the time and place for reviewing the exam results.
3.7. The Educational Organization provides a room for conducting the exam. Each participant is assigned a separate workstation.
For participants with disabilities, the exam room is equipped according to their psychophysical development, individual abilities, and health conditions.
3.8. The exam is conducted in the form of testing on three subjects (Russian language, Russian history, and basics of Russian Federation legislation). A commission member checks the participant's work in their respective subject. The exam result is recorded in the protocol, which is signed by all commission members.
3.9. A foreign citizen (citizen of Ukraine) who successfully passes the exam is issued a certificate of passing the exam for proficiency in the Russian language, knowledge of Russian history, and the basics of Russian Federation legislation, in the form approved by the Ministry of Education and Science of the Russian Federation.
3.10. If a foreign citizen fails the exam, they may submit a new application and will be informed about the date of the retake. The service must be paid again.
3.11. All exam materials are stored at the Educational Organization for one year from the date of the exam.
Order of Participation in Extra-Curricular Activities Not Included in the School Curriculum
Education at MAOU "SS №19 - Cadet Corps 'Victoria'" is offered at basic, advanced, and specialized levels as part of the implementation of general education programs. Detailed information is provided in the "Education" section.
