2. Subject, Goals, and Types of Activities of the Institution

2.1. The subject of the institution's activity is to perform work and provide services in order to implement the powers of local self-government bodies as defined by the legislation of the Russian Federation, regarding the organization of the provision of publicly accessible and free primary general, basic general, and secondary general education in the territory of the Starooskolsky urban district, as well as additional education.
2.2. The main goal of the institution's activity is the organization of educational activities in primary general education, basic general education, and secondary general education programs.
2.3. The main types of activities of the institution are:

  • Educational activities in primary general education, basic general education, and secondary general education programs;

  • Educational activities in additional general education programs – additional developmental programs, main professional training programs – professional training programs for workers' professions, and clerical positions.
    2.4. The institution has the right to conduct consultative, educational, and public health activities, as well as other activities that do not contradict the institution's goals, including the organization of student recreation and health improvement during vacation periods.
    2.5. The institution carries out experimental and innovative activities in accordance with the legislation of the Russian Federation.
    2.6. The institution also carries out the following types of activities:
    2.6.1. Support for individual educational pathways.
    2.6.2. Conducting internships, seminars, and conferences for teaching staff.
    2.6.3. Organizing holidays and excursions.
    2.6.4. Club activities based on interests.
    2.6.5. Creation and transfer of scientific (scientific-methodical) products, intellectual property objects.
    2.6.6. Conducting scientific research on a competitive basis, including grants.
    2.6.7. Providing library services, sports facilities, computer equipment, and office equipment to individuals who are not participants in the educational process.
    2.6.8. Offering distance learning.
    2.6.9. Publishing and printing activities.
    2.6.10. Design activities.
    2.6.11. Organizing competitions and conferences for students.
    2.6.12. Consultations with a teacher-psychologist.
    2.6.13. Speech therapy services.
    2.6.14. Photography and video shooting and editing services.
    2.6.15. Services for visiting the school planetarium.
    2.6.16. Services for visiting the school interactive shooting range.
    2.6.17. Conducting exams for proficiency in the Russian language, knowledge of Russian history, and basic legislation of the Russian Federation for foreign citizens who arrived in the Russian Federation in a manner that does not require a visa and are applying for a patent.

    2.7. The institution has the right to provide paid educational services not included in the municipal assignment or the subsidy agreement to cover costs, on the same terms for the provision of identical services, and other paid services in cases and according to the procedure established by current legislation.
    Income from paid services is used by the institution in accordance with the legislation of the Russian Federation and the statutory goals.
    Paid educational services cannot replace the educational activities funded by the budget.
    The institution provides paid services on a contractual basis.
    The institution is obliged to provide paid educational services in full in accordance with educational programs and the terms of the contract for paid educational services, and, if there is state accreditation, in accordance with federal state educational standards.
    2.8. The institution is not authorized to carry out activities not provided for by this Charter.
