These Regulations on the Conflict Commission for Resolving Disputes Regarding Exam Results for Foreign Citizens (hereinafter referred to as the "Regulations") have been developed in accordance with:

Federal Law No. 115-FZ of July 25, 2002, "On the Legal Status of Foreign Citizens in the Russian Federation",

Order of the Ministry of Education and Science of the Russian Federation No. 1156 of August 29, 2014, "On Approval of the Form, Procedure for Conducting the Exam on Russian Language as a Foreign Language, History of Russia, and Fundamentals of Russian Legislation, and the Requirements for the Minimum Knowledge Level Necessary for Passing the Exam",

General Provisions
The Conflict Commission is established to resolve disputes arising during the evaluation of exam results for foreign citizens.
1.4. The composition of the Conflict Commission is approved by the director's order. The commission must consist of at least three people.
1.5. The Conflict Commission operates in accordance with the Federal Law No. 115-FZ of July 25, 2002, "On the Legal Status of Foreign Citizens in the Russian Federation."
1.6. The commission addresses conflict situations related to the results of exams for foreign citizens.
Rights of the Conflict Commission of the Educational Institution

To accept for consideration any participant's application in case of disagreement with the exam results.

To make decisions on each disputed issue within the competence of the Conflict Commission.

To suspend or cancel previously made decisions based on an investigation, if agreed by the conflicting parties.
Duties of the Members of the Conflict Commission

To attend all commission meetings and participate in the consideration of submitted applications.

To make decisions on the submitted issue through open voting (a decision is considered approved if the majority of commission members vote for it).

To make a decision on the submitted application within three days, unless additional deadlines are specified for its consideration.

To provide reasoned written responses to the applicants.
Organization of the Conflict Commission's Activities
The work of the Conflict Commission is organized by the commission's chairperson.
The chairperson of the commission:

Accepts applications from exam participants;
-
Organizes the commission meeting within 3 days to consider the disputed issue;
-
Informs the applicant of the Conflict Commission's decision.
4.3. The decision made by the Conflict Commission is documented in the meeting protocol and provided to the applicant.
4.4. Protocols of the Conflict Commission's meetings are kept for three months.
